Food-contact materials in pet products should be approved against a defined market, formulation and use—not a vague “food-grade” claim. A buyer needs to know every component that may touch pet food or water, the applicable legal route, the food type, contact time and temperature, whether the item is reused, and how cleaning affects it. Only then can a laboratory or compliance specialist select meaningful migration and material tests.

Start with a contact map for the finished product, covering bowls, coatings, pigments, gaskets, tubes, adhesives and replaceable parts. Request evidence that identifies the tested sample and its production materials, then connect that evidence to change control and batch traceability. A certificate for an unnamed resin, a different supplier or an easier test condition does not establish compliance for the finished item you will sell.

Food-Contact Materials in Pet Products Start With Scope

First define what will be sold, where and for what use. A bowl, feeder, storage bin and coated scoop may expose different components and fall into different regulatory categories.

Define the sales claims at the same time. Pet-only, dishwasher, microwave, wet-food and human-tableware claims are not interchangeable; each can change the evidence needed.

Do Not Copy One Jurisdiction's Rulebook Into Another

In the United States, the federal definition of food includes articles used for food or drink for people or other animals under 21 U.S.C. §321. FDA explains that the regulatory status of a food-contact material depends on the status of each substance reasonably expected to migrate and on the substance identity, specifications and authorized conditions of use. An effective Food Contact Substance Notification may also be specific to the named manufacturer, substance and use—not every similar material from any source. The European Union uses a different legal structure. Article 2 of Regulation (EC) No 178/2002 defines food as intended for human ingestion and expressly excludes feed. Consequently, a certificate written for human food-contact materials does not automatically settle the compliance route for a pet-feed accessory. A pet-only consumer product may instead need assessment under the General Product Safety Regulation and other applicable chemical, material, electrical or national rules. The European Commission says the GPSR applies to non-food consumer products and has applied since 13 December 2024.

If a product is marketed for both pet and human food use, the human food-contact framework may become relevant. The Commission's food-contact legislation overview also shows that EU measures differ by material and are regularly amended. Buyers should therefore obtain a written scope decision from a qualified specialist for each destination market instead of treating “EU compliant” as a universal specification.

Turn Intended Use Into a Testable Brief

Migration depends on more than the material name. FDA's food types and conditions-of-use tables distinguish food characteristics and thermal conditions. A practical buyer brief should record:

  • target countries and sales channels;
  • pet-only or dual-use positioning;
  • dry, aqueous, acidic, fatty or mixed food contact;
  • maximum fill, wash and service temperatures;
  • contact duration, including continuous water or long-term storage;
  • single-use or repeated-use construction;
  • dishwasher, microwave, freezer and outdoor claims;
  • expected scratches, chewing, abrasion and replacement intervals; and
  • every color, finish, coating and gasket variant.

Do not ask a laboratory simply to “test FDA.” Provide the bill of materials, intended-use brief and target rules. Require the test basis, simulants, time, temperature, repeat-use cycles and pass criteria in its quotation.

Map Material Risks Without Ranking Materials by Name

No common material is automatically suitable in every formulation or use condition.

Test every meaningful variant or document a defensible grouping strategy. Pigments, glazes, gaskets and recycled content can change the chemical profile without changing the mold.

Mechanical safety and chemical suitability are separate approvals. A migration report does not prove chip resistance or cleanability, while a drop test does not prove food-contact suitability.

Build an Evidence Pack That Can Survive an Audit

Ask for documents that connect the raw materials, finished sample and production order:

1. Contact map and bill of materials: supplier, grade or formulation code, color and location for every contact component.

2. Regulatory basis: the specific regulation, authorization, exemption or other compliance route, with its restrictions and conditions of use.

3. Supplier declarations: signed, dated and traceable to the actual material producer. In the U.S., FDA notes that buyers may request a letter of guaranty for intended food-contact use, but that letter still needs to match the product and use.

4. Laboratory reports: complete reports with sample photos, model and color identification, methods, conditions, results, limits and laboratory details.

5. Supporting production records: incoming-material certificates, cure or firing parameters where relevant, lot coding and inspection records.

6. Label and care instructions: maximum temperatures, cleaning limits, excluded uses and replacement guidance supported by evidence.

7. Change-control agreement: written notice before a material, source, pigment, coating, process or site changes.

A one-page pass certificate is not enough when it hides the sample identity or test conditions. “BPA-free” addresses one substance, not the full formulation. “RoHS,” “REACH,” “LFGB” or “FDA” written alone does not explain the article, market, legal basis or intended use. Request the underlying scope instead of approving an acronym.

Verify the Finished Sample, Not Only the Resin

Raw-material declarations are inputs. The finished article also reflects processing, pigments, coatings, adhesives, recycled material and possible contamination.

Use a staged approval:

1. Pre-production review

Freeze the intended-use brief, bill of materials, drawings, finish, care claims and required evidence. Resolve gaps before tooling or a large material purchase.

2. Representative sample testing

Select the highest-risk or worst-case variants with written justification. Seal the sample identity with photos and a unique code. Send the complete contact assembly, not a generic resin pellet, unless the compliance plan specifically calls for material-level evidence.

3. Golden-sample approval

4. Production and shipment verification

Match production material codes and suppliers to the approved bill of materials. Inspect food-contact surfaces for dust, oil, chips, sharp edges, residue and packaging damage. Use clean inner protection so contact surfaces do not rub against printed cartons or dirty warehouse surfaces.

Define Retest and Stop-Ship Triggers

Testing should not become a document that is filed once and forgotten. Require review before shipment when any of these changes:

  • resin, alloy, glaze, silicone or coating formulation;
  • pigment, masterbatch or recycled-content source;
  • adhesive, gasket, tube, filter housing or lubricant;
  • curing, firing, molding or coating process window;
  • manufacturing site, subcontractor or raw-material supplier;

Stop shipment if the factory cannot reconcile the production bill of materials with the tested construction, if a report identifies a different sample, or if a food-contact surface shows unexplained odor, residue, cracking, exposed substrate or uncontrolled coating damage.
